Job Description
Purpose of Position:
Assist public and private sector clients with site specific and general community and real estate development.  This position is responsible for economic, market and real estate analysis, identification of development strategies and implementation actions appropriate to a particular context (downtown, business park, urban, rural, small & large populations, high/low income) and identification of funding opportunities.  Other responsibilities include public presentations, report writing, and marketing activities.
 
Typical Duties:
  • Use quantitative and qualitative data (primary and secondary sources) to understand the dynamics of local and regional economies; commercial, retail, housing and industrial real estate markets; and the feasibility of proposed projects.
  • Explain local market dynamics to a general audience through presentations, interviews and general conversations, written reports, and social media.  This requires strong oral and written communication skills and the ability to develop maps, graphs, charts and other graphics.
  • Interact with state agencies, funding sources, real estate brokers, local government staff, elected officials, developers, lenders and other economic development stakeholders.
  • Prepare grant applications, tax increment financing plans, economic development packages and other planning documents.
  • Prepare financing strategies for proposed projects.
  • Initiate client calls and establish contacts; make presentations at professional conferences and other activities to establish and maintain a professional presence in the economic development and planning community in Wisconsin.
  • Manage projects including preparation of project scope and project budget; maintain scope, schedule and budget. Communicate with clients and project team regarding project status and options.
  • Stay current with information needed to effectively perform the duties of this position.
  • Actively engage in professional organizations serving economic development, real estate, planning, community development and local government markets. Attend professional development seminars and workshops.
 
Limits of Authority:
Works under the direction of the Planning Segment Manager and with project managers.  Position does not include supervision of others.   Position requires the ability to direct and lead a multi-disciplinary project team to meet the terms of project scope, schedule and budget. Position requires working effectively as a member of a multi-disciplinary team taking direction and leadership from others.
 
Relationship to Others:
Works independently, as a team member or a team leader on projects to support our clients’ development efforts.  Works with management team to promote an effective and productive work environment.

 
Knowledge and Experience Required:
 
  • Masters degree in Urban and Regional Planning, Economics, Business or Public Policy from an accredited university.
  • Professional certification in economic development, real estate, planning or other related profession.
  • Minimum five to seven years experience.  (Previous consulting experience beneficial.)
  • Excellent oral and written communication skills; presentation skills; word processing, spreadsheet, and data base efficiency.
  • Ability to understand and comprehend public and private funding sources.
  • Ability to follow projects through to completion.
  • Ability to handle multiple tasks and occasionally stressful situations.
  • Willingness to learn new skills.
  • Valid driver’s license and own transportation.  Some travel will be required.
 
Status:
This position is exempt status as defined by State and Federal labor regulations.
