Job Description
NOTE THAT THIS IS A MADISON BASED POSITION

The mission of the Urban League of Greater Madison is to ensure that African Americans and other community members are educated, employed and empowered to live well, advance professionally and contribute to the common good in the 21st Century. The Community Outreach Specialist will work as part of the Urban League's adult Workforce Development Department.

Our ADVANCE Employment Services offers one of South Central Wisconsin's most comprehensive arrays of culturally-competent, community-based, career-pathway training and coaching services for unemployed and under-employed adults. The program offers: targeted outreach to under-served populations; work readiness assessments; individualized employment planning & career advising; individualized and modularized foundational job preparation training; short-term, employer-focused, career-pathway training academies in health care administration, customer service & sales, information technology, and construction trades; industry-recognized credentials and college credits; special support and fatherhood development programming for non-custodial fathers; individualized and group job search and job placement assistance: job retention and advancement case management; and more. Another distinctive feature of our work is strong engagement of employers through both a local and national network; featured employer seminars; and region-wide workforce diversity & inclusion initiatives.

The Community Outreach Specialist will function as: a recruiter of individuals who want to join our employment and training programs: the primary point of inquiry for information about the programs; and a developer of partnerships community organizations and other possible referral channels. This is a re-envisioned position that will be key to expanding the scope and impact of our work. The Community Outreach Specialist will be effective at engaging several key underserved demographics including: unemployed and under-employed persons of color particularly: African Americans; parents of low-income children; young adults ages 18 to 24; and adults enrolled in FoodShare and other public assistance programs.
 

Candidate Development Activities (70%)

Candidate Recruitment:
 
  • Ensure the Program has adequate numbers of qualified individuals seeking Membership in the Program.
  • Develop reliable channels of candidate referrals.
  • Directly recruit candidates using many defined and validated channels and methods.
  • Facilitate weekly frequent recruitment sessions.
Partner Recruitment and Relationship Management:
 
  • Recruit area community organizations and other agencies and development them into a consistent referral channel that partners with ULGM in the areas of referrals, training, and internships.
  • Retain and develop community partners.
  • Record, maintain and utilize comprehensive contact, progress and resource information on each community partner and prospect.
 

Program Management Activities (20%)

 Program Staff Meetings:
 
  • Attend, contribute to, and be prepared for all agency staff, program staff, and weekly one-on-one meetings with program manager.
Program Information Management and Reporting
 
  • Collect and organize data on program performance.
  • Accurately complete all internal and external reports and submit to program manager.
Other:
 
  • Supervise, train, and coach interns and volunteers associated with the program.
  • Engage fully in the formal and informal staff success recognition programs.
  • Participate in the program’s in-service learning offerings and other professional development opportunities.
  • Research funding opportunities for the Program and opportunities for Program improvement.
 

Member Management Activities (10%)

Member Information Management:
 
  • Record, maintain and utilize comprehensive contact, progress and resource information on each Program Member.
Perform other responsibilities as assigned by supervisor.
 

QUALIFICATIONS

 
  • Bachelor's degree OR at least 2 years related paid experience in community outreach or familiarity with community outreach principles and tools.
  • Commitment to Urban League’s mission and values, and proven experience working with diverse populations.
  • Demonstrated aptitude at performing job duties and responsibilities and ability to meet prospective Members where they are at.
  • Ability to connect with others and forge strong relationships
  • Strong verbal and written communication skills, including public speaking/presentation experience or prospecting/sales experience.
  • Strong social media skills are a plus.
  • Energetic, organized, pleasant, reliable, goal-oriented, executer with good decision making abilities. Able to plan work in advance and execute those plans.
  • Talented at evaluating and prioritizing information.
  • Able to effectively work independently and with a team.
  • Ability to maintain confidential information
  • Position requires initiative, resourcefulness; experience as a “self-starter”
  • Proficient in the use of current Windows Operating Systems, current Microsoft Office or similar applications, and web-based job search strategies.
  • Must have own transportation.
