Job Description

ORGANIZATION OVERVIEW
The mission of the Urban League of Greater Madison is to ensure that African Americans and other community members are educated, employed and empowered to live well, advance professionally and contribute to the common good in the 21st Century. The three strands of our empowerment agenda include: (1) Educate – learning and enrichment programs for youth; (2) Employ: career-pathway job training, placement, and coaching services for parents and other low-income adults and; (3) Empower: community engagement, civil rights advocacy, partnerships and coalition building initiatives.

POSITION SUMMARY
This position is a key part of the Urban League’s homeownership and housing development team. This position is responsible for recruiting, screening, training, coaching, and placing eligible families into the ULGM’s Homeownership Program; providing financial empowerment coaching; underwriting and loan origination, and ongoing servicing of home mortgage loans to program participants. This position will also work closely with the Director of Housing Development and the Executive Leadership Team on current and potential future single family, multi-family, and commercial real estate development projects including identifying potential projects, planning, financial and feasibility analysis, acquisition, construction management, compliance, and more. 


DUTIES AND RESPONSIBILITIES

Recruitment: recruit low- and moderate-income individuals and families seeking to become homeowners. 

  • Ensure targeted outreach to under-served populations, particularly African Americans. 
  • Create a plan for marketing and promoting the program and update plan as needed. 
  • Establish and maintain relationships with referral sources including: public agencies, public housing, churches and other community- and faith-based organizations, realtors, other ULGM programs, and others who may refer prospective homebuyers. 

Training & Counseling: 

  • Ensure prospective and current program participants receive the training and individualized counseling to successfully secure financing, maintain their home, and improve their financial situation
  • Provide pre-purchase counseling to collect and analyze client information including income, credit report, assets, debts, and other personal financial information. 
  • Conduct pre-purchase and post-purchase homebuyer education classes regarding the process of qualifying for, purchasing, and maintaining a home after purchase. 
  • Work with each client to develop, implement, and monitor an individualized financial empowerment plan. 

Lending: Underwrite, originate, service and ensure compliance of home mortgage loans

  • Gather homebuyer identification, signed authorizations, and key personal financial documentation to ensure compliance with program eligibility requirements. 
  • Work with senior management to set loan policies, standards, and procedures.
  • Meet with individuals to analyze their credit, assets, and financial status.
  • Deny or approve loans and be able to offer alternatives when necessary.
  • Work with homeowner that have become delinquent to figure out ways to address delinquent payments.

Project Development: Work closely with the housing development team including the CEO, Senior Vice President, CFO, and Department Director to support:

  • Developing new business/project opportunities including feasibility analyses of potential projects and responses to Request for Proposals (RFPs).
  • Conducting market research, developing proforma financial models, analyzing deal structures, and evaluating project feasibility and risks.
  • Evaluating eligibility and competitiveness for affordable housing funding sources (e.g. LIHTC, HOME, CDBG, AHP, etc.) and conventional financing sources. 
  • Engaging and managing general contractors and other contractors/consultants to complete appraisals, inspections, environmental reviews, zoning and inspection compliance, renovation, and construction. 
  • Maintain due diligence checklist, review due diligence documents, and distill critical information for larger project team.

QUALIFICATIONS

  • Minimum of 3 years of prior experience providing home ownership counseling, financial capability training, and/or mortgage lending. 
  • Prefer HUD Housing Counselor Certification or must obtain within 90 days of hire.  
  • Strong commitment to the mission of the Urban League of Greater Madison and to working with individuals from diverse racial/cultural backgrounds.
  • Excellent written and oral communications skills. 
  • Ability to deal calmly with clients who may be in difficult situations.
  • Reading, writing and mathematical skills with mathematical aptitude sufficient to produce error-free loan documentation and complete and accurate client files.
  • Ability to create household budgets and offer money management solutions.
  • Experience in pulling and analyzing credit reports.
  • Experience and familiarization with mortgage financing and mortgage loan documents.
  • Knowledge of homebuyer education programs, credit counseling and case management and HUD housing rules and regulations.
  • Knowledge of mortgage lending industry, community resources, service delivery networks and affordable housing programs and services.
  • Detail oriented, highly organized, and able to meet goals within established timelines.
  • Ability to compile data and prepare various monthly, quarterly and annual reports.
  • Computer skills including MS Windows, Office 365, e-mail, and internet.
