Job Description

Key Responsibilities

  • Assist the Program Manager in management all aspects of the contract to achieve successful cost, schedule, and performance.
  • Contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
  • Assists the Program Manager in ensuring proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
  • Assists in directing skilled technical resources and reporting on technical progress, issues, and problem areas.
  • Supports writing and reviewing technical documents.
  • Asist with the review of earned value, Estimate to Complete, Funds and Man-Hour Expenditure Report, or other financial reports as appropriate.
  • Ensure cross-discipline integration within the contract to meet Government needs.
  • Work with the Program Manager to provide effective and efficient management of M.C. Dean's and subcontractor partners' efforts.
  • Assist with the review of Integrated Program Baseline or resource loaded schedules.
  • Develop and maintain the Integrated Master Schedule (IMS).
  • Assist in the preparation of program status reviews and other formal reviews to be presented to the Government Program Manager and/or Contracting Officer.
  • Assist with the timeline recruitment and training of program staff - both direct and indirect.
  • Assist with the review of financial and technical reports before release to the Government.
  • Track current projects and efforts; communicate issues and solutions to the Government Program Manager in a timely and transparent manner.
  • Assist with ensuring compliance with all regulatory and administrative requirements imposed by the contract in coordination with the M.C. Dean contracts team.
  • Assist in the identification, capture, cost estimation, and proposal submission for new design build and O&M IT and operational technology requirements.
  • Track upcoming new projects and efforts and ensure alignment to customer schedule expectations and critical suspense dates.
  • Work on a daily basis with the M.C. Dean personnel and subcontractor partners to manage the current and upcoming workflow, confirm deliverable submission, identify issues, and develop and execute mitigation strategies.
  • Support coordination of travel and deployment plans, working with Government, internal team and M.C. Dean service centers.
  • Support Program Manager in reporting to M.C. Dean division and corporate leadership as required.

Position/Candidate Requirements:

  • Active US security clearance at the TS/SCI w/ Polygraph level
  • Bachelor's degree in Computer Science, Engineering, Information Technology (IT), or a related Cybersecurity discipline with 7-9 years experience or 5-7 years of experience with a Master's degree
  • A minimum of five (5) years experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity.
  • Familiarity with cybersecurity concepts
  • Experience with IT and operational technology, preferably in the area of electronic security systems
  • COMPTIA SEC+ certification
  • At least one year of demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverables tracking, schedule and financial data monitoring, and reporting
  • Be knowledgeable of the guidelines provided by the FAR and DFARS, DoD 5000 series, and ICD 801 policies
  • Have PMP certification, FAC-P/PM Entry Level certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 certification in Program Management
  • Ability to travel (CONUS and OCONUS) up to 25% of the time
