Purpose
As part of the Office of Equity and Inclusion, the Business Analyst-Senior
implements practices and procedures to ensure maximum opportunities exist for
small businesses to fully participate in City of Milwaukee procurement and
construction contracts, in accordance with the Small Business Enterprise (SBE)
Program as outlined in Chapter 370 of the Milwaukee Code of Ordinances.
Essential Functions
RPP, Apprenticeship and On-The-Job Training Monitoring
- Oversee the implementation of the Residents Preference
Program (RPP), apprenticeships, and On-the-Job Training (OJT) participation and
compliance with City Ordinances 355 and 370
- Handle compliance reporting and audits, and address issues
related to the RPP, apprenticeship, and OJT goal attainment and reporting.
- Utilize proprietary software for compliance monitoring on
various development projects.
Project Reporting and Onsite Oversight
- Conduct onsite visits to ensure project compliance with the human
resources agreement and City Ordinances 355 and 370
- Prepare detailed project reports covering development,
progress, and outcomes.
- Present assessments and findings to OEI Leadership and the
Common Council with analysis and recommendations.
- Collaborate with internal and external stakeholders to align
projects with goals and expectations set forth by City Ordinance 355 and 370,
and departmental regulations.
- Ensure project adherence to the Human Resources Agreement
- Monitor and improve project quality, implementing corrective
action when necessary.
Data Analysis and Reporting
- Conduct comprehensive data analysis for development projects
to assess participation levels and compliance.
- Develop and maintain reports, dashboards and metrics to
monitor project performance.
- Manage project data via proprietary software, ensuring
accurate and timely data entry and reporting.
Technical Support and Community Outreach
- Act as the primary technical resource for project developers
and contractors to attain successful RPP, apprenticeship and OJT outcomes.
- Provide support in resolving technical issues, enhancing
project efficiency.
- Engage in community and employment service agency outreach,
including presentations and event organization, for RPP, apprenticeships, OJT,
and related development project initiatives.
- Refer eligible workers to first source agencies for RPP
certification

Minimum Requirements
- Bachelor's degree in public administration, business
administration or a related field from an accredited college or university
- Two years of experience in small business development or
program planning and evaluation or working for a governmental agency or
non-profit organization in a comparable role.
- Valid driver's license at time of appointment and throughout
employment.
Equivalent combinations of education and experience may be
considered.

Current Salary
The current salary range (Pay Range 2JX) is $72,768-$92,612 annually,
and the resident incentive salary range for City of Milwaukee residents is $74,951-$95,390.Appointment
above the minimum is possible based upon level of experience and other
qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESSwill be job related and will
consist of one or more of the following: an evaluation of education, experience
and/or responses to supplemental questions; a written or performance test, a
structured interview or other assessment methods. The Department of Employee
