POSITION SUMMARY
Reporting to the COO, the Procurement Manager is responsible for both strategic and operational procurement of materials, services and capital.
To deliver on the desired results and objectives, the Procurement Manager must initiate and foster relationships not only with site stakeholders such as but not limited to operations, quality, engineering, supply chain but also with business unit and functional leaders.
The Procurement Manager leads initiatives for supplier management, supplier quality & supplier performance improvement as well as supports operational procurement initiatives.

ESSENTIAL JOB RESPONSIBILITIES
  • Leadership
    • Leadership, engagement, coaching and development of site procurement team
    • Develop and execute succession planning and talent development for key positions
  • Cost and Cash Leadership
  • Develop a pipeline of opportunities (savings, cash flow, growth, other value) for the site, representing local, regional, and global initiatives
  • Leverage and negotiate pricing on combined volumes of purchases at various locations with industry leading suppliers to reduce the cost of goods and overheads
  • Engage cross functionally and Leverage tools such as value analysis value engineering, design to cost, design for value and design for manufacturing to drive efficiencies in the product cost
  • Ensure that best in class payment terms, inventory and operations planning practices, VMI or consigned inventory programs, indirect expense management are in place to maximize cash flows
  • Material Availability and Contingency Planning
  • Ensure material availability through effective material requirement planning and inventory in order to enable delivery of projects on time, at or better than budgeted costs and committed quality levels
  • Minimize the impact of unforeseen supply shortages through effective crisis management, timely communication with project delivery and commercial teams, effective collaboration with Supply Chain and finance teams for inventory build
  • Develop and implement business continuity plans targeting 90% of revenue secured
  • Contract Management & Compliance
  • Negotiate supply agreements with vendors improving commercial conditions, including payment terms, Vendor Management Inventory (VMI options), raw material (Copper and stainless steel) and foreign currency escalation clauses, etc.
  • Responsible for ensuring suppliers adhere to the Terms & Conditions specified on the purchase order and resolve challenges
  • Implement Procurement guidelines on site and contribute to its local deployment in all locations, writing local SOP if needed and ensuring that site drives compliance to Procurement Policies and Procedures
  • Comply with and follow all procedures within the company Security, EHS and Global Trade policies
  • Conduct business in an ethical and professional manner to ensure avoidance of all actual and potential conflicts of interest
  • Integrate with PO, including Category Management, Supplier Relationship Management and PMO to ensure sites are aligned with PO initiatives
  • Partner with Category leadership to develop and execute strategies for the categories that he/she participates in or leads, globally or regionally that creates value and meets customers’ expectations
  • Stakeholder Management
  • Ensure site procurement is engaged and aligned with internal customers/stakeholders, gaining stakeholder and leadership support at the site.
  • Partner with engineering and Capex Category Management for RFP, supplier selection, negotiation, and contract execution
  • Partner with Finance to define and implement a Purchase Price Variance (PPV) process
  • Communicate price changes and/or discrepancies and determine financial impact

REQUIREMENTS
  • This position is subject to the requirements of the International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR), as such, applicants must be a U.S. person defined as a citizen, national, U.S. lawful permanent resident, person granted asylee status in the U.S., or person admitted into the U.S. as a refugee
  • Bachelor’s degree in Business, Finance, Operations, Supply Chain, or comparable disciplines. Master’s degree preferred. Industry certifications a plus
  • Minimum of 5 to 10 years of progressive Procurement experience and career advancement in procurement or comparable function
  • Strong technology background, coupled with a business acumen that blends strategy and execution to focus on growing our business
  • Ability to deal with ambiguity supporting multiple projects from qualifying alternative raw material vendors, indirect services vendors, to complex capital infrastructure projects  
  • Track record of systematically identifying and creating strategies/business case/to deliver total cost of ownership savings
  • Ability to lead, influence, and drive cross-functional teams demonstrating good time-management and organization skills
  • Strong passion towards identifying near-term and long-term opportunities
  • Ability to understand problem statements and communicate solutions
  • Excellent verbal and written communication skills as well as interpersonal skills and a strong ability to build rapport with customers and stakeholders
  • Passion for both business and technology coupled with the desire to learn and constantly improve
  • Exhibits integrity and does not compromise principles and/or core-values for an easier solution
  • Must be willing to submit to a background investigation
  • Must be willing and able to pass a post-offer drug screen

Combination of office and manufacturing plant environment. The performance of this position normally requires exposure to a typical manufacturing environment that requires the use of personal protective equipment including steel toed shoes, safety glasses, and hearing protection. Must be able to: sit, kneel, crouch, stoop, stand, walk, climb ramps and/or stairs at various times throughout the day; read, work with a computer and keyboard; hear, understand, and distinguish speech and/or other sounds (e.g., machinery, sirens, and alarms); speak to express or exchange ideas with, impart oral information to include instructions; vision abilities include close vision, distance vision, peripheral and depth perception.
