Organization:
United Food and Commercial Workers International Union (UFCW) is North America’s neighborhood union; standing together to improve the lives and livelihoods of workers, families and communities.  Our members work primarily in the retail food, meatpacking, poultry, food processing and manufacturing and retail store industries.

Washington, D.C. (on-site)

Position Description:
The Assistant Director is responsible for assisting the Director in in implementation and daily administration of human resources policies, procedures, and systems which includes job analysis and job descriptions, recruitment and placement, training and development, compensation, attendance, labor and employee relations, managing the workflow of the office and supervising the office staff.

Duties and Responsibilities:
Includes the following. Other duties may be assigned. This list is not exhaustive and may be supplemented.

As directed, assists and participates in the investigation and resolution of employee relations problems, anticipate problems whenever possible, and develops, recommend, and initiates appropriate steps for resolution in collaboration with the Director.

Builds relationships within the organizations in order to be in a credible position to provide technical advice, problem-solving assistance, and answer questions regarding policy, union contract and employment law issues.

Collaborates with Director and the Legal Department to ensure our practices are in legal compliance with federal, state, and local employment laws and regulations.

Assists the Director with executing an effective labor relations strategy including collective bargaining, grievance management and contract administration.
  
Assists with developing and implementing effective recruiting methods to successfully recruit and hire while ensuring compliance with bargaining unit contracts, federal and state EEO regulations as well as UFCW policies and procedures.  Conducts a large volume of interviews for Headquarters posted positions and forwards recommendations to Director for consultation and processing.

Delivers new employee orientation by reviewing the appropriate policies and procedures corresponding with the employee’s Staff Guide.
  
Assists the Director in the negotiations and administration of the collective bargaining agreements and compensation plans. Provides detailed analysis of employee data for collective bargaining agreement administration and negotiations. Maintains strict confidentiality of all sensitive data to which the employee may acquire knowledge.

In the absence of the Director, provides general supervision for the office staff.  Oversees and proofreads large volumes of correspondence regarding recruiting, new hires, promoted, retired or terminated employees and other employee information of status changes, as needed.

Initiates correspondence regarding payroll notifications and compensation benefits including year-end salary reviews.

Manages the administration of Family Medical Leave Act, Extended Sick Leave, DC Paid Leave, Americans with Disability Act, and Workers Compensation benefits and assists the Director in ensuring legal compliance with federal, state, and local employment laws and regulations.  Provides Director with monthly updates.

Assists the Director in developing, coordinating, delivering and/or facilitating training and educational programs.

Communicates regularly with appropriate Human Resources staff to ensure coordination of benefits as applicable.
  
Provides assistance on projects or programs created, developed, and/or implemented by the Director as needed. 
  
Maintains employee confidence and protects operations by keeping personnel data and medical records strictly confidential.   

Maintains professional and technical knowledge through a variety of resources, including state-of-the-art human resources software      applications.

Irregular hours and overnight travel are required.

Computer/Software Skills
Experience with Microsoft Office 360 is required.  Knowledge of HRIS operating systems and software packages also required. Experience with database development and maintenance is preferred.

Communication Skills
Strong oral and written communication skills. Public speaking and platform presentation skills. Must exercise discretion involving the interrelationships among the International and regional offices. Ability to read and analyze government regulations, bargaining unit contracts, and UFCW policies and procedures to ensure compliance.

Other Knowledge/Skills/Abilities Required
Must be able to use discretion and handle a wide range of sensitive situations, as directed.  Analytical skills are required. 
Demonstrated ability to teach and be a subject matter expert where applicable.  Ability to develop job descriptions and apply related compensation plans preferred.

Job Demands
Must be able to organize time efficiently and work quickly and accurately in a demanding, deadline-oriented and confidential work environment.  Maintains memberships in appropriate HR organizations.  Long hours and overnight travel are required. 
           
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions that are appropriate.  Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

Personal Characteristics
Effective interpersonal skills including the demonstrated ability to work toward organizational goals.
