Job Description Summary:The Strategic Partnerships Lead supports the NCAR Directorate to cultivate new strategic partnerships and nurture existing partnerships that align with the objectives and goals of the NCAR Strategic Plan. This position develops new projects along with providing recommendations for improvements to processes and procedures to ensure an efficient work environment for program and proposal development that aligns with the scientific community, the private sector, non-profits, academia, other FFRDCs, all levels of government, and international organizations.

What You Will Do

Here is a brief summary of what one would expect to be generally responsible for in this role.

Build External Partnership Opportunities

  • Identify and prioritize short- and long-term opportunities to develop new partnerships and promote innovative applications for NCAR research science and science services as guided by the NCAR Strategic Plan and best practices, in coordination with the UCAR Government Relations Director, the UCAR Business Development and External Engagement Director, and other members of the Strategic Cross-Organization Relationships and Engagement (SCORE) team.

  • Implement a formal opportunities funnel and lifecycle-gated management process for NCAR-led partnerships, and engage in follow-up in coordination with relevant parties to increase the success rate of business development and collaborative proposal efforts, in coordination with SCORE.

  • Work to increase professional and strategic relationships with UCAR programs, universities, federal agencies, other FFRDCs, the private sector, and international organizations.

  • Develop and execute an Engagement Plan for the NCAR Directors Office, which includes presence at prominent external-facing events, market awareness, and positioning the organization for future funding opportunities as a means to gather information, maintain market awareness, and position the organization for future funding opportunities.

Provide Internal Strategic Leadership & Partnership Maintenance and Development

  • Participate in organizational opportunity assessments through tracking of proposal opportunities, identifying development teams to explore opportunities, provide quality assurance for surveillance plans, develop work breakdown structures, employ risk analysis and mitigation strategies, and apply formal management approaches.

  • Coordinate with the SCORE team to develop and/or utilize tools to track and prioritize scientific and business development trends (e.g. Salesforce) and engage with organizational leads to identify and pursue opportunities; in partnership with NCAR senior leadership curate annual development of a prioritized list of NCAR strategic gaps.

  • Utilize and serve as a culture change champion in program and project management processes and procedures and other cutting-edge applications and methodologies to aid with organizing and managing cross-lab NCAR projects and business processes that involve partnerships.

  • Liaise with UCAR, NCAR, and UCP to provide effective communication and leadership on cross-entity collaborations. Ensure internal and external information distribution of NCAR science and science services with oversight of distribution methods and metrics.

  • Participate in senior-level meetings internally and with partner organizations, reporting on the program and bringing issues and solutions forward.

  • Lead NCAR strategy partners in enabling an effective external partnership strategy, including leading routine meetings, setting meeting agendas, coordination of bi-annual retreats, and management and coordination of following up on resulting decisions and actions emerging from these and similar activities.

  • Enable partnership ambassadors within labs by providing appropriate organizational structure, training, and access to resources to facilitate successful partnership development activities. Develop a list of internal contact points for assessing partnership opportunities.

Reporting

  • Develop optimal methods of tracking and reporting to the NCAR Directorate for both internal and sponsor requirements.

  • Develop methods, processes, and procedures for prospective partners to access information on how to leverage NCAR science, research, and service programs through collaboration.

  • Maintain a curated portfolio of development partners and opportunities for the organization.

  • Exercises broad latitude to pursue opportunities and address issues on behalf of the organization. Uses advanced reasoning, complex problem-solving techniques, and experience to implement solutions that are collaborative, timely, and effective.

  • Identifies best practices and benchmarks against external organizations.

  • Uses expedient and creative approaches to planning and problem-solving and recommends new or revised methodologies and specialized techniques to deliver superior performance.

  • Participates effectively in arriving at decisions that have a large impact on the organization. Works with the NCAR Directorate and other organizational leaders on long-term objectives and issues that have high visibility and/or potential or real costs to the organization.

Successful candidates will ensure their application materials speak to the following criteria:
Education and Experience

  • Bachelor's Degree in Earth Science or similar discipline

  • 8-10 years of related experience consisting of a combination of science program management, project management, strategic partnership development, business development, outreach, and marketing.

Knowledge, Skills, and Abilities

REQUIRED

  • Demonstrated ability to create strategic partnerships, both domestically and internationally, and creating successful new programs and projects using creative methods to increase portfolios.

  • Ability to work effectively with geographically distributed teams, and an ability and drive to promote and incorporate diversity, equity, and inclusion in developing new partnerships.

  • Skill in translating scientific concepts and ideas to broad audiences and to a wide variety of stakeholders, both internal and external, in a clear and effective manner.

  • Ability to communicate clearly and effectively with senior levels of organizations.

  • Demonstrated ability to employ project and program management for long and short-term strategic planning.

DESIRED

  • Direct working knowledge of NASA, NOAA, NSF, DoD, DoE political and government organizations, research organizations, other federal agencies, local, state, and regional governments, academic institutions, non-profits, and the private sector.

  • Knowledge of the management of and regulations governing a Federally Funded Research and Development Center (FFRDC).

  • Working knowledge of Federal Acquisition Regulations and Export Control, contracts, subcontracts, and Memorandum of Understanding guidelines.
